Phone lines and the voice assistant

For each extension you can set what the assistant offers first after the greeting, the department a hand-off is meant for, the languages the line speaks, and whether the assistant answers at all. An extension with no setting works as before. This works in the browser today; the real phone line also needs the PBX to be connected.
